Questionnaire on The Construction of Government Headquarters on the Tamar site

As stated in paragraph 93 of the recently released Policy Address, the government intends to reactivate the construction project of the government headquarters and Legislative Council Building on the Tamar site and is seeking the support of LegCo members (Funding for the original plan was approved the Public Works Subcommittee, which I chaired, on 7 May 2003).

In this connection, I would like to consult the views of fellow engineers on the subject. I would appreciate it if you could spare some time to answer the following questions:
