Seeking your comments on the Harbour Fest event

As you may be aware, the Chief Executive has decided to establish a two-member Independent Panel of Inquiry to look into the Harbour Fest event. 

The independent panel is tasked to examine the assessment and approval procedures for the event, to evaluate its implementation by the American Chamber of Commerce and the overseeing role of the government in the event, to identify any deficiencies in such processes and where appropriate, any parties responsible, and to recommend improvements should the government sponsor similar events in the future. 

The Panel has invited members of the Legislative Council to give their comments. As the representative of the Engineering Functional Constituency in the Legislative Council, I am seeking Engineers' views on the subject. If you have any comments on the Harbour Fest Event, please let me know, preferably by fax to 25705838 or e-mail to rctho@capitalchina.com, as soon as possible. The Panel will submit its report to the Chief Executive by 31 March, 2004.
